1998年以来,按照上级业务主管部门的要求,全面开展村级建档工作,全市农村档案管理水平大幅度提高。2001年,我市乡镇行政区划调整后,又完成了行政村合并工作。全市由原来的22个乡镇调整为17个乡镇;由原来的395个行政村合并为161个村。最近,我们深入部分乡镇,对村级档案管理情况进行一次检查,发现并村后的村级档案管理水平普遍下降,必须采取措施加强村级档案室的基础业务和基础设施建设,更好地为发展农村经济服务。一、村级档案管理存在的主要问题
