目的摸索出一套符合家庭医生制度下开展公共卫生服务经济、有效的服务体系,使公共卫生服务资源进一步得到优化配置。方法 2015—2016年采用成本测算方法对2013年和2014年华漕社区公共卫生外包支持服务模式的六大类成本进行测算,对两种服务模式进行成本效益分析;采用自制的开放式问卷,了解工作人员对两种服务模式的评价。结果第1种模式的总成本为1 600 818.3元,低于第2种模式的总成本1 706 995.6元;两种服务模式的六大类成本构成中,劳务费、业务费和固定资产折旧维修费都分列前三位;工作人员认为两种服务模式各有优劣,对第1种模式总体评价高于第2种模式。结论我国家庭医生责任制刚起步,家庭医生责任制下社区公共卫生服务体系需要在实践中不断地自我完善,要通过合理配置公共卫生服务资源,使社区居民人人享有基本公共卫生服务。 Objective To explore a set of economical and effective service system to carry out public health service under the family doctor system so as to further optimize the allocation of public health service resources. Methods From 2015 to 2016, the cost estimation method was used to measure the costs of the six major categories of community health service outsourcing in 2013 and 2014 in Huacao, and the cost-effectiveness analysis was conducted on the two service models. The system of community public health service under the responsibility system of family doctor needs to be perfected constantly in practice. The public health service resources should be properly allocated so that all residents in the community can enjoy basic public health services.
