2013年6月,日本知识产权战略本部发布《知识产权政策展望》,,总结了日本过去的知识产权政策,对知识产权制度的现状和前景加以认识,立足于日本产业状况和全球经济发展趋势,确定了今后十年日本知识产权政策的基本方向。无论是从全球技术的发展状况,还是全球经济的分布状况,抑或知识产权的制度现状来看,《知识产权政策展望》的出台都有着深刻的历史背景。这一战略性文件的诞生,显示了日本政府引领日本企业在新的全球竞争格局下做强、做大的决心;日本政府也希望借此战略思路,将日本经济带出低迷状态,加强日本的国际竞争力。解读这一战略性文件,分析其制定背景和具体内容,对我国确定适宜的知识产权政策具有非常重要的启示意义。
In June 2013, Japan’s Intellectual Property Strategy Division released the “Vision of Intellectual Property Policy”, summarizing Japan’s past IPR policies, understanding the status quo and prospects of the IPR system, basing itself on the status of Japan’s industries and the global economic development trend, The basic direction of Japan’s IPR policy is set for the next decade. Whether from the development of global technology, the distribution of the global economy, or the status quo of the intellectual property system, the introduction of the “Intellectual Property Policy Outlook” has a profound historical background. The birth of this strategic document shows the determination of the Japanese government to lead Japanese enterprises to become stronger and bigger under the new global competitive landscape. The Japanese government also hopes to take this strategic thinking to bring the Japanese economy to a depressed state and to strengthen Japan’s International Competitiveness. Interpreting this strategic document and analyzing its formulation background and specific content have very important implications for our country in determining appropriate intellectual property policies.
