在中国铁路基本建设投资中,铁路建设基金和债务性资金为加快铁路建设发挥了重要的作用。通过分析铁路融资的现状,以及国家开发银行对铁路、公路的贷款情况,提出铁路跨越式发展筹资模式的实现途径。认为10年间高速公路的信贷模式值得借鉴。铁路行业应通过建立收益保障机制和铁路风险防范基金,应用“组织增信”原理,形成统筹还款的“资金池”,为铁路项目市场化运作奠定基础。 In China’s railway infrastructure investment, railway construction funds and debt funds have played an important role in accelerating railway construction. By analyzing the current situation of railway financing and the loan of China Development Bank to railways and highways, this paper puts forward the ways of realizing the leaping development financing model of railway. Think 10 years of highway credit model worth learning. The railway industry should establish a “capital pool” for overall repayment through the establishment of a profit guarantee mechanism and a railway risk prevention fund by applying the principle of “organizing credit enhancement”, laying the foundation for the market-oriented operation of railway projects.
