目的了解珠海市三级卫生监督机构建设现状,为深化改革提供参考。方法采用横断面调查方法,以调查表和座谈的形式收集各卫生监督机构建设的相关信息进行统计分析。结果珠海市作为较早探索实施市、区、镇三级卫生监督体系建设的城市,较好地完成了各项监督任务,但由于缺乏人事、财政、编制等相关部门的政策支持,还存在行政执法地位和卫生监督职能不协调、卫生监督力量和职能任务不成比例、基层卫生监督机构运行能力不足、经费投入不足等因素及办公、执法条件有待进一步改善等困难和发展的瓶颈,极大地阻碍了卫生行政执法的效能和效率。结论深化卫生监督体制改革必须实行政府主导,由人事、财政、编制等部门统一下发体制建设标准,实行由上而下的改革,实施分级管理,理顺权责关系,落实地方责任。
Objective To understand the status quo of tertiary health supervision institutions in Zhuhai and to provide reference for deepening the reform. Methods The method of cross-sectional survey was used to collect the relevant information of the construction of health supervision agencies in the form of questionnaires and discussions for statistical analysis. Results Zhuhai City, as an earlier city that explored the construction of three levels of health supervision system in cities, districts and towns, completed various supervision tasks well. However, due to the lack of policy support from relevant departments such as personnel affairs, finance and establishment, Zhuhai City still has administrative Disparity between law enforcement status and health oversight functions, disproportion between health supervision powers and functions and tasks, inadequate operational capacity of grass-roots health oversight agencies, inadequate funding and other factors and office and law enforcement conditions to be further improved and other difficulties and the bottleneck of development has greatly hindered Effectiveness and efficiency of health administrative law enforcement. Conclusion Deepening the reform of the health supervision system must be led by the government. The standards for system construction should be uniformly issued by the departments of personnel, finance and compilation, implement the top-down reform, carry out the management at different levels, straighten out the relation between power and responsibility, and implement local responsibilities.
