随着社会主义市场经济体制的逐步建立和完善,随着我国城市化进程的不断推进,随着农村剩余劳动力向城镇转移速度的不断提高,“农民工”已经成为跻身于城市人行列的广大的特殊社会群体。据有关统计资料显示,从全国看来,截至2009年底,进城务工农民人数已经达到11500多万人,占到了全国城镇从业人数的三分之一。[1]并且农民工的人数也正在以平均每年500万人左右的规模迅速增加。如何保护“农民工”这个庞大的特殊群体的合法权益,是促进城市发展、建设和谐社会的一件大事。
