为强化安全管理组织对生产安全的保障作用,提高建筑企业安全绩效,基于现代企业组织论,分析建筑企业传统安全管理组织结构在工程实践中的缺陷,提出建筑企业安全管理组织结构的优化方案。以有序度作为安全管理组织结构优劣的评价指标,考虑时效熵和质效熵2个评价维度,建立基于熵的建筑企业安全管理组织结构有序度评价模型。结合实例,对某国有建筑企业安全管理组织实施优化,并通过比较优化前后组织结构有序度验证优化方案。结果表明:优化后安全管理组织结构的有序度有显著提高,优化的建筑企业安全管理组织结构较传统的有明显的优越性。
In order to strengthen the safety management function of production safety and improve the safety performance of construction enterprises, based on the theory of modern enterprise organization, this paper analyzes the defects of the traditional safety management organization structure of construction enterprises in engineering practice and puts forward the optimization plan of safety management organization structure of construction enterprises. Taking ordinal degree as the evaluation index of the safety management organizational structure, considering the two evaluation dimensions of aging entropy and mass entropy, the entropy-based evaluation model for the orderliness of safety management organizational structure is established. Combined with the example, the safety management organization of a state-owned construction enterprise is optimized, and the optimization scheme is validated by comparing the degree of organization before and after the optimization. The results show that the orderliness of the organizational structure of safety management after optimization is significantly improved, and the optimized organizational structure of safety management of construction enterprises has obvious advantages over the traditional ones.
