“作战网络”出台的背景 2002年6月,美海军作战部长维恩·克拉克上将在美海军战争学院作了一场题为《新世纪的作战概念》的报告,提出了“21世纪海上力量”概念,阐述了美海军未来的使命与任务、作战理论和力量建设等重大战略性问题,其核心思想是要对美海军转型,以尽快适应美国对付21世纪地区性威胁和跨国恐怖活动威胁的需要。这一新构想是继《2020年海军构想》之后,关于美海军未来发展的又一个纲领性文件。
Background of the “Operational Network” Introduction In June 2002, U.S. Naval Operations Minister Venn Clarke made a report titled “Concept of Operations in the New Century” at the United States Naval War College and proposed “The 21st Century Maritime Forces Concept of the U.S. Navy's mission and mission, operational theory and strength building. Its core idea is to transform the U.S. navy so as to adapt itself to the U.S. threat to regional threats and transnational terrorist activities in the 21st century need. This new concept is another programmatic document on the future development of the U.S. Navy after the ”2020 Navy Conception."
