现阶段我国电力企业集团资金流量大、存量大和负债率高等现象尤为突出,以负债率高为例,2013年国投电力内部成员企业的负债(包括非流动负债和流动负债)为母公司的30倍,这不仅加剧了集团的整体经营风险,而且不利于母公司对成员企业的资金监控和有效配置。在此种背景下,我国电力企业集团有必要优化资金集中管理,在实行过程中保证管理层对成员企业的资金资源进行合理调配,并切实提高资金的周转率。
