运用频率法结合实际模拟法计算湖南省湘水流域、资水流域、沅水流域和澧水流域治理项目防洪效益,采用阶段性经济评价法对该项目做国民经济评价。评价指标为经济净现值、经济内部收益率和经济效益费用比,计算结果均高于评价标准值,说明该项目具有较高的经济效益。对该项目国民经济评价的不确定性分析结果说明该项目具有较强的抗风险能力。
The frequency method and the actual simulation method were used to calculate the flood control benefit of the Hunan Xiangshui River Valley, the Zishui River Valley, the Yuanshui River Valley and the Huangshui River Valley harnessing project. The economic evaluation of the project was conducted by the method of periodic economic evaluation. The evaluation index is the economic net present value, the economic internal rate of return and the economic benefit cost ratio, the calculation results are higher than the evaluation standard value, indicating that the project has high economic benefits. The uncertainty analysis of the national economic evaluation of the project shows that the project has strong anti-risk ability.
