我国新修改的《安全生产法》,通过立法将“综合治理”明确列入安全生产方针,这既是对安全生产方针的进一步完善,也是从法的高度,确立了“综合治理”是落实安全第一、预防为主的手段和方法。当前,如何解决好安全生产综合治理这一手段和方法中的难点,对于全面贯彻落实安全生产方针来说十分关键。安全生产综合治理的难点当前在实施综合治理工作中有以下难点:
