In the presence of budgetary soft constraints, the allocation of factors of production is often inefficient. This paper studies the relationship between the distribution of production factors and the degree of soft constraints under the soft constraints, and discusses the relationship between the inefficiency of resource allocation and the technical characteristics of production. Our research shows that under the soft budget constraint system, the degree of waste in the allocation of production factors is constrained by the production technology in a subtle way.
