A new concept of dynamic real-time monitoring of ships is introduced. This system consists of several sensors and computer software. Measured data is transmitted via the Maritime Broadband System (MBS). MBS consists of Internet base station servers and communications satellites and 2 ground stations. It is installed on board and on land respectively and uses the communications satellite JCSAT-1B (Japan Communications Satellite), which provides faster signal transmission than the INMARSAT Fleet77. Real-time monitoring system software is a newly developed original software. The program code is written in the Mcrosoft Visaul C ++ language, using the DirectPlay dynamic library and client server communication module. In order to verify system performance, a feasibility test was carried out on the T.Shioji-Maru test vessel at Tokyo University of Marine Science and Technology. The following is a discussion and report on the benefits of this new merchant shipping management tool and the issues exposed in its development.
