随着世界制造业中心向我国的转移,“中国制造”的趋势已经逐渐明显,中国“世界工厂”地位不久将会确立。伴着生产、制造、工艺等环节技术含量的提高,这预示人才结构也将从重学历向重能力的实用型转变,掌握一定现代科学知识又具有较高操作技能的“灰领”人才将脱颖而出,成为劳动力市场的宠儿。调查显示,目前深圳、北京、上海等地区的“灰领”人才严重不足。在深圳,每万人中拥有科技人员数仅31人,不到北京的1/5、上海的1/3;而其中“灰领”人才仅占5%左右。专家呼吁,“灰领”的短缺危机有将可能影响到我国成为下一个制造业中心和我国经济持续健康发展,我国将面临着无法应对世界制造业中心的转移给中国带来大好机遇的威胁。
