近年来,随着我国市场经济快速发展和国有企业改革步伐不断加快,作为关系国计民生的基础行业,我国电网企业顺应时代发展潮流,在推动经济社会发展、保障和改善民生、开拓国际市场方面做出了积极贡献,整个行业在集约化经营、集团化发展中迈出了坚实的步伐。然而,伴随着电网企业经营规模的扩大、管理成本的攀升,经营和财务风险日益加剧,作为支撑企业经营发展的财务管理在管控和应对风险方面的能力却逐渐削弱。这在客观上要求我国电网企业必须开展财务共享服务中心建设,以集中、统一、高效的财务运作机制达到节约企业成本、规避和降低企业风险,不断提高企业经营效益的目的。本文就我国电网企业开展财务共享服务中心建设及存在的相关问题进行探讨,并努力寻求解决问题的有效策略,以期为推进我国电网企业财务集约化、集团化发展奠定基础。
In recent years, with the rapid development of China’s market economy and the acceleration of the reform of state-owned enterprises, as the basic industries that are related to the national economy and the people’s livelihood, China’s power grid enterprises conform to the trend of the times, make economic and social development, guarantee and improve people’s livelihood, and open up the international market The positive contribution, the entire industry in the intensive management, group development has taken a solid step. However, along with the expansion of the scale of operation of power grids, the rise of management costs and the increasing operational and financial risks, the ability of financial management as a support for the development and operation of enterprises to manage and control risks has gradually weakened. This objectively requires that China’s power grid enterprises must carry out the construction of a financial sharing service center and achieve the goal of saving the enterprise cost, avoiding and reducing the enterprise risks and continuously improving the operating efficiency of the enterprises with a centralized, uniform and efficient financial operation mechanism. In this paper, we discuss the construction of financial sharing service center in China’s power grid enterprises and the existing problems, and strive to find effective solutions to the problems in order to lay the foundation for promoting the financial intensive and collectivized development of China’s power grid enterprises.
