卫生保健事业改革的现实经济问题之一是吸收计划外资金来促进其发展。最近二十多年来,在卫生保健事业的总投入内,非预算经费来源的比重不断有所增长。全苏用于卫生保健和体育的投入,其计划外资金的比例在1960年占15.8%,为9亿卢布。到1986年,已上升到23.4%,达55亿卢布。按人口计算,1986年人均消费卫生保健费用84.29卢布。其中非国家预算部分是19.73卢布。
One of the real economic problems in health care reform is the absorption of unplanned funds to promote its development. In the past 20 years or so, the proportion of non-budgetary funding sources has continued to increase in the total investment in health care. All Soviet Union invested in health care and sports, and the proportion of its unplanned funds accounted for 15.8% in 1960, which was 900 million rubles. By 1986 it had risen to 23.4% to reach 5.5 billion rubles. In terms of population, the per capita consumption of health care in 1986 was 84.29 rubles. The non-state budget portion is 19.73 rubles.
