中国水泥厂在上级领导下,通过学习和贯彻执行改进国营工业企业管理工作的各项规定,认真执行了党委领导下的厂长负责制,在厂党委领导下,建立了以厂长为首的统一的生产行政指挥系统,健全了各项责任制度,克服和防止了职责不明、无人负责的现象。现在,全厂已经基本上做到各级责任明确,分工而又协作,上下联系密切,指挥行动一致,生产秩序正常,由于管理工作的改进,所以,近两年来,在贯彻“八字”方针中,已获得了显著成绩。我们贯彻党委领导下的厂长负责制,大体上采取了以下几个步骤:
