一、标准在工程设计中的地位和作用工程设计文件是工程设计单位的产品,建设工程的质量首先决定于设计文件的质量,所以工程设计要关心的应是工程设计文件的质量。提交用户的工程设计文件必须:a)满足恰当规定的需要、用途或目的;b)满足用户的期望;c)符合社会要求。然而,顾客的质量要求和社会要求通常由设计标准来体现。在工程设计中,标准是设计输入的重要内容。一般只要设计标准较好地把顾客对产品明确和隐含需要转化成具体规定,并辅以使控制设计质量形成过程中人、技术和管理等因素保持稳定,使设计活动正确开展,就能最终保持过程符合质量体系要求和产品要求,否则工程设计质量即无从谈起。标准是指对重复性事物和概念所作的统一规定,它的基础是科学技术新成果与先进经验的结合,它的本质特性是合理的、科学的有效统一,它是勘察、规划、设计的重要依据。也可以说,它是质量管理的依据和基础。在工程设计中准确理解和贯彻标准,有利于促进技术进步、提高工程设计质量、提高经济效益。
