地处鄂西北山区的十堰市,是近几年随着二汽的发展而建立起来的一座新兴汽车工业城市。与之配套生产的乡镇企业也异军突起,在向商品经济发展的道路上迈出了新步伐,成为十堰市经济的一大骨干力量。全市乡镇企业目前已发展到100多个,1987年全市乡镇企业工业总产值达4,700多万元,上缴利税400多万元,出口创汇100多万美元。值得注意的是,在乡镇企业经济发展的形势下,安全生产确实也出现了比较严重的问题。据调查,1987年乡镇企业发生的重伤和死亡事故分别占全市伤亡事故的12％和30％,直接经济损失20多万元。乡镇企业安全生产方面存在较大问题的原因是复杂的,通过调查,我们认为有如下一些
