大庆地区未成年人社会调查制度的现状和问题实际上也折射了我国目前众多基层法院在开展社会调查制度中遇到的种种阻碍,有些问题甚至在一些走在改革前列的试点地区同样存在,在立法中确立社会调查的强制适用原则、明确其证据属性及适用规则,同时彻底解决调查主体、内容、资金支持等方面存在的相关问题,我国未成年人社会调查制度才能真正实现它应有的价值。
In fact, the status quo and problems of the social investigation system for minors in Daqing actually reflect the obstacles encountered by many grass-roots courts in carrying out social investigation systems in our country. Some problems even exist in some pilot areas that are at the forefront of reform.
