In the current context of globalization and increasing competition among cities, the cultural dimensions of urban and regional development are receiving increasing attention from academia and planning professionals. This paper analyzes the different levels of cultural elements in the spatial planning and urban construction of European countries, the role of cultural elements in urban image and promotion, their role in local economic development and job creation, and in maintaining the 21st century public life The role of quality and image.
