系统分析了北京铁路局大型养路机械配件消耗的现状,针对实际情况提出了全面实施大机配件公开招标、进行阳光采购的建议。通过系统阐述大机配件实施招标采购的意义,以及招标采购实施的方法等,进而提出了完善和改进大机配件公开招标采购管理的措施、解决问题的建议和降低采购成本的基本策略。
The status quo of the consumption of large track maintenance machinery parts in Beijing Railway Administration was systematically analyzed. According to the actual situation, the suggestion was put forward to fully implement the public bidding for the large machine parts and conduct the sunlight procurement. Through systematically elaborating the meaning of bidding and purchasing of large machine parts and the method of bidding and purchasing, the measures to perfect and improve the public bidding and purchasing management of large machine parts, the suggestions to solve the problem and the basic tactics to reduce the purchasing cost are put forward.
