经过无数种方案的猜测,无数次观点的交锋,无数次传闻和口水的辩驳后,11年漫长的“择机”等待后,燃油税方案终于破茧而出。12月5日,国家发改委、财政部、交通运输部、国家税务总局联合发布公告,就《成品油价税费改革方案》公开征求意见。作为一项具有风向标意义的关键领域的改革举措,燃油税的改革可谓运命多舛,从提议到出台,历经14载辩论和角力,见证了中国垄断领域改革之艰辛不易。
After countless proposals of speculation, countless times of confrontation, countless rumors and saliva rebuttal, the 11-year long “alternative” wait, the fuel tax program finally broke out. On December 5, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Transport, and the State Administration of Taxation jointly issued a public notice on “Reform Proposal on the Tariff and Fee of Refined Oil” to solicit opinions. As a measure of reform in key areas that have a bearing on the significance of the wind vane, the reform of the fuel tax can be described as a multifaceted move. From the proposal to its introduction, after 14 debates and wrestling, it witnessed the hardships in the reform of the monopoly areas in China.
