党的十六大提出了我国要在2020年全面建成小康社会的宏伟目标,要实现“经济更加发展,民主更加健全,科技更加进步,文化更加繁荣,社会更加和谐,人民生活更加殷实”的目标。改革开放以来,云南省在加快民族地区发展上取得了巨大的成就,民族地区政治、经济、文化各项事业都得到长足的发展。目前,云南省也面临着历史性的发展机遇———国家实施西部开发战略,加大交通、电力、水利、通讯等基础设施建设,将为云南加快经济社会发展和扩大对外开放创造良好的条件;中国———东盟自由贸易区的构建,将使云南获得更多地参与国际经济循环和竞争的条件,整体提升云南的发展规模和层次;中国加入WTO将激发云南借外力发展的“后发优势”,实现跨越式的飞跃。因此,省委、省政府提出了与全国同步进入小康的宏伟目标。但是,我省民族地区与先进地区相比,群众生活水平仍然比较低、并且发展不平衡,教育科技不发达,劳动者素质低,自我发展的能力还比较弱……民族地区的发展与全面建设小康社会的目标仍有很大差距,小康路上仍有不少需要正视和亟待解决的困难和问题。不久前,由云南省民委、省民族理论学会举办的“云南民族地区全面建设小康社会对策研讨会”上,与会领导和专家就此进行了深入的探讨。
The 16th CPC National Congress set forth the grand goal of building a well-off society in an all-round way in 2020. We must achieve the goal of “a more developed economy, a more complete democracy, a more advanced science and technology, a more prosperous culture, a more harmonious society and a more lively people’s livelihood” . Since the reform and opening up, Yunnan Province has made tremendous achievements in accelerating the development of the ethnic areas. The political, economic and cultural undertakings in the ethnic areas have enjoyed considerable development. At present, Yunnan Province is also facing historic opportunities for development. The state’s implementation of the strategy for the development of the western region and the construction of infrastructure projects such as transportation, electricity, water conservancy and telecommunications will create favorable conditions for Yunnan to speed up economic and social development and expand its opening up to the outside world ; The establishment of the China-ASEAN Free Trade Area will give Yunnan more conditions to participate in the international economic cycle and competition, and enhance the scale and level of development of Yunnan as a whole. China’s accession to the WTO will inspire Yunnan to “post-launch Advantage ”to achieve leap leap. Therefore, the provincial party committee and government put forward the grand goal of entering into a well-to-do society with the whole country simultaneously. However, compared with the advanced areas in our province, the living standard of the masses is still relatively low, and the development is unbalanced, the education science and technology are underdeveloped, the quality of laborers is low, and the ability of self-development is still relatively weak ...... The development and overall construction of ethnic areas There is still a long way to go before a well-off society can achieve its goal. There are still many difficulties and problems that need to be addressed and solved urgently on the well-off road. Not long ago, leaders and experts from Yunnan Ethnic Affairs Commission and Provincial Ethnic Theory Society held a seminar on “Countermeasures for Building a Well-off Society in an All-round Way in Yunnan Ethnic Areas”.
