北京“朝阳群众”因举报违法犯罪活动,特别是举报名人吸毒嫖娼、提供涉恐涉暴线索而屡建奇功,受到了国内外媒体的广泛关注。发动“朝阳群众”参与犯罪治理,是北京警方治理犯罪,特别是治理涉恐涉暴犯罪的一种政策选择,是发动人民群众参与犯罪治理的成功典范。北京警方治理犯罪的政策逻辑是:公众参与可以弥补犯罪治理中的政府失灵,引入市场机制,采用悬赏举报做法是实现公众参与的有效途径。北京警方犯罪治理的政策选择既有理论上的依据,也有域外成熟的经验支持。北京警方的犯罪治理政策经验值得总结推广。
