新中国成立后 ,面临着一个东部沿海发达、中西部相对落后的极端不平衡发展的地区格局。如何改变这种不合理的发展格局 ,中国共产党第一代领导人进行了积极的探索。本文从开发西部的思想、开发西部的政策、实施效果、原因探讨四个方面分别对改革开放前三十年中国开发西部的思想与政策进行论述 ,认为西部的开发不应采取平衡发展的“均衡战略” ,必须遵循生产力发展的规律 ,充分运用政府与市场两种手段 ,培育自身的经济增长机制。
After its founding, New China was faced with an extremely unbalanced regional pattern with developed eastern coastal areas and relatively backward central and western regions. How to change this unreasonable pattern of development, the first generation of leaders of the Communist Party of China conducted an active exploration. This article discusses the thoughts and policies of China in developing the west for three decades prior to the reform and opening up from four aspects: the policy of developing the western region and the policy of the western region, the effect and the reason of developing the western region. It argues that the development of the western region should not adopt a balanced Strategy "must follow the law of the development of productive forces and make full use of both the government and the market to cultivate its own economic growth mechanism.
