对大多数人而言,“政府采购”是个陌生的字眼。但如果我们知道某座立交桥存在质量隐患或某大医院医疗仪器数据严重误差等事件均与“政府采购”有关时,对这个陌生字眼所包含的内容就不再陌生了。事实上,世界各国中央政府采购平均大约占国生产总值(GDP)的10%-15%,如果加上地方政府,这一比例可能高达20%-30%或者更高。如此庞大的数额,其与一国经济发展和公民的就业、收入关系有多密切,也就不言自明了。
For most people, “government procurement” is a strange word.
