俄白哈关税同盟是欧亚经济共同体框架内经济一体化重要的阶段性成果。自2010年成立以来,关税同盟的FDI流入水平并没有出现较大提高,区外对区内的投资创造和投资转移效应都不明显;但关税同盟区域内的投资创造和转移效应比较显著,俄罗斯与成员国(白俄罗斯、哈萨克斯坦)的相互投资增长较快,与非成员国(乌克兰及其他独联体国家)的相互投资下降或增长趋缓。随着各成员国相继加入WTO及其投资环境的改善,关税同盟吸引外资的前景良好,中国对俄、白、哈三国的投资具有较大增长潜力。
The Russian-White-Kazakh customs union is an important stage result of economic integration within the framework of the Eurasian Economic Community. Since the establishment in 2010, the level of FDI inflows by the Customs Union has not increased significantly. The effects of investment creation and investment transfer outside the region are not obvious; however, the effects of investment creation and transfer in the Customs Union region are significant. Russia Mutual investment with member countries (Belarus, Kazakhstan) has grown rapidly, and mutual investment with non-member countries (Ukraine and other CIS countries) has decreased or slowed. As member states successively join the WTO and their investment environment improves, the customs union has a good prospect of attracting foreign investment, and China’s investment in Russia, Belarus and Kazakhstan has great potential for growth.
