在世纪之交的重要历史时刻,中央作出了实施西部大开发的战略决策,具有重要的现实意义和深远的历史意义。中国的西部地区占全国土地面积的56%、全国人口的22.8%,与十多个国家接壤,有50多个民族生活在那里,开发西部,发展西部,对于国家的政治稳定、对于促进生态环境与经济建设的协调发展,最终实现国民经济的持续快速健康发展,都具有重要的意义。西部大开发是在中国经济市场化和政治民主化的背景下进行的。从市场经济的角度看,市场经济本身就是法治经济;从民主政治的角度来看,政治民主化的过程是以法治作为前提和保障的。因此,西部大开发,法治必须先行。国家应当制定《西部开发法》,明确西部开发的总体思路、规范开发行为,西部各省区市应结合本地的实际,制定必要的地方性法规;着力改善司法环境,促进依法行政。加大法制宣传的力度,
