目的构建县区级妇幼保健机构综合评价指标体系及评价模型。方法运用Delphi法、变异系数法等方法从初选的若干个指标中筛选出反映县区级妇幼保健机构综合能力评价指标,建立综合评价体系和评价模型。采用该评价体系和评价模型,对安徽省3个市的全部县区级妇幼保健机构2010年的机构运行情况调查结果进行综合评价并排序,运用Spearman等级相关法,与3个市的卫生行政部门2010年对其辖区县区级妇幼保健机构的考核排序结果进行比较,论证结果一致性。结果根据Delphi法、变异系数法筛选出7个一级评价指标和41个二级评价指标,构成评价指标体系和评价模型。用该指标体系和评价模型对安徽省A、B、C 3个市县区级妇幼保健机构进行评价,将评价结果顺位与其卫生行政部门的实际考核结果比较,结果均呈正相关性[rA=0.929(P<0.05)、rB=0.933(P<0.05)、rC=0.786(P<0.05)]。结论本研究建立的妇幼保健机构综合评价体系能够较好反映县区级妇幼保健机构的综合能力,筛选后建立的指标体系具有一定的代表性,能够较全面的对县区级妇幼保健机构综合能力进行评价,具有一定的实际应用价值。
Objective To establish a comprehensive evaluation index system and evaluation model for MCH institutions in county level. Methods Delphi method and mutation coefficient method were used to select evaluation index of comprehensive ability of MCH institutions at county level from several indexes of primary selection to establish comprehensive evaluation system and evaluation model. Using the evaluation system and evaluation model, the results of the survey on the operation of all MCH institutions in three counties of Anhui Province in 2010 were comprehensively evaluated and ranked. Spearman rank correlation method was used to compare with the health administration departments of three cities In 2010, the district-level maternal and child health institutions of their districts and counties were compared and the results were verified. Results According to the Delphi method, seven first-level evaluation indexes and 41 second-level evaluation indexes were screened by the coefficient of variation method to form the evaluation index system and evaluation model. The index system and evaluation model were used to evaluate the MCH institutions in A, B, and C counties in Anhui Province. The results of the evaluation were compared with those of the health administrative departments. The results showed a positive correlation [rA = 0.929 (P <0.05), rB = 0.933 (P <0.05), rC = 0.786 (P <0.05)]. Conclusion The comprehensive evaluation system of MCH institutions established in this study can better reflect the comprehensive ability of MCH institutions at county level. The index system established after screening shows a certain degree of representativeness and can comprehensively evaluate the comprehensive ability of MCH institutions at county level Evaluation, has a certain practical value.
