2005年6月23日,国务院、中央军委颁布《中国人民解放军文职人员条例》,决定在军队实行文职人员制度,将部队部分专业技术岗位和管理保障岗位改由非现役人员担任,把有限的现役干部名额用于指挥作战岗位,以不断增强我军适应信息化战争的能力。从此,文职人员进入了武警部队组织构成的正式编制序列。两年来,武警总医院按照文职人员条例规定,面向社会广泛吸纳优秀人才,共聘用了110名文职人员,主要分配在护类和技类岗位。经过两年的培养锻炼,文职人员已经成为继现役人员后的一支重要力量,注入了新的生机和活力,成为一道独特亮丽的风景。
