在农村土地改革试点已全面启动的当前背景下文章试图构建一种以农户提出申请,由集体经济组织做好确权登记,在农村构建市场交易体制,通过使用权买卖交易中心的形式进行宅基地使用权买卖的机制。农村宅基地使用权的本质是用益物权,适度开放宅基地使用权买卖市场可有效发挥宅基地使用权的功能,计划经济下建立的宅基地使用权制度已不适应社会发展的要求,在户籍改革的落实、农村社会保障制度的完善以及城市化进程加快的当前背景下,适度开放农村宅基地使用权买卖市场具有极其重要的现实意义。
