概念是建构一门学科的基本元部件。科学的任务是揭示客观规律,而规律的表述都离不开概念。学科的框架和体系,说到底是该学科的基本概念的内涵的阐发和外延的展开。思想政治工作学学科的建立和完善,必须以一系列互相联系、有序组合、层次递进的反映思想政治工作实践活动的基本概念的研究为基础。在这些基本概念中,最基础的概念就是“思想政治工作”这个复合词组。思想政治工作的泛指与特指在对思想政治工作这个概念的认识中,有泛指和特指两种意见。泛指认为它是人类社会历史不同阶段和不同阶级共有的社会现象。特指则认为它是共产党特有的,剥削阶级只有思想控制与思想欺骗。
