Luo Gang, 38, was born in Zhouguqiao Township, Shaodong County. After graduating from the secondary school in 1993, he was assigned to work in Shaodong Construction Company and then promoted to project manager of Shaodong Construction Company. In 2004, Luo Gang resigned as scheduled to suspend production for the Sima Chong coal mine manager. In the past four years, he has sought for efficiency through safety and from the development of the management chart to bring a small coal mine on the verge of collapse to a revival and to develop into a first-size, safe production facility and a year-on-year increase in efficiency
