苏联的对外贸易实行社会主义国家垄断。自三十年代初进行调整以来,苏联政府把直接进行外贸活动的权力交给了专门设立的全苏外贸联合公司(Die Allunions-Aussenhandelsvereinigungen)和外贸办事处(Die Aussenhandelskontoren)。这些组织现在是外贸垄断的执行机构,在行政上曾一直隶属于外贸部。对外国商人来说,全苏外贸联合公司是普通的贸易伙伴,外商只能同它们签订贸易合同,而不能与苏联的供货者或用户直接挂钩。因此,与全苏外贸联合公司建立联系对每一个有兴趣同苏联做生意的外国商人来说都是至关重要的。这种联系可采用直接的方式,也可通过苏联商务代表处来建立。
The foreign trade of the Soviet Union implements a socialist state monopoly. Since the beginning of adjustment in the early 1930s, the Soviet government has transferred the right to direct foreign trade to the exclusively established All-Suisse Foreign Trade Union (Die Allunions-Aussenhandelsvereinigungen) and the Foreign Trade Office (Die Aussenhandelskontoren). These organizations are now the executing agencies of foreign trade monopolies and have been administratively subordinate to the Ministry of Foreign Trade. For foreign businessmen, the All-U.S. Foreign Trade Union Company is an ordinary trading partner, and foreign companies can only sign trade contracts with them, and cannot directly link with Soviet suppliers or users. Therefore, establishing contact with the All-U.S. Foreign Trade Union Company is of paramount importance to every foreign businessman who is interested in doing business with the Soviet Union. This connection can be made either directly or through the Soviet Commercial Office.
