6月4日,国家发改委发布了我国第一部系统的《乳制品工业产业政策》,全面阐述了国家对乳制品工业发展的政策目标。舆论普遍认为,新政鼓励优势企业壮大发展,抬高行业门槛,提高行业集中度,有利于解决市场竞争无序的弊端,对行业龙头企业长期利好。在政策颁布当日,伊利等乳业龙头的股价应声逆市走高,也表明了投资者对新政的充分肯定。当即有人断言:中国乳业自2002年之后的第二次变局正式开始。
