本文以意大利行政改革为例,探讨了经过二十多年的新公共管理(NPM)改革之后,公共雇员和管理者在公共服务动机(PSM)方面所发生的变化。结果表明,在一定的条件限定下,公共服务动机存量的减弱可能与新公共管理改革存在关联。通过提供一些迄今为止难得的有关意大利公共部门和私营/商业部门公共服务动机的证据,本文还为行政改革轨迹与公务员动机驱动要素变化相互关系的比较研究提供了实证基础。对实践工作者的启示公共管理改革可能会对公共服务动机(PSM)的增强或减弱产生影响,而公共服务动机将有利于改善公共部门绩效。在公共部门改革的设计与评估过程中,公共政策制定者应该把可能会潜在影响公务员动机的驱动要素纳入进来。公共服务动机还是一个可能会对改革过程的动力产生深刻影响的因素,因此不同行政权限范围内的改革者都应该对其进行系统性思考。
This paper takes Italian administrative reform as an example to discuss the changes of public servants and managers in public service motivation (PSM) after more than two decades of NPM reform. The results show that under certain conditions, the weakening of the stock of public service motivation may be related to the reform of new public administration. This article also provides an empirical basis for the comparative study of the trajectory of administrative reform and the change in motivational drivers of civil servants by providing some of the hitherto unknown evidence of public service motivation in the public and private / commercial sectors in Italy. Implications for Practicing Workers Public management reform may have an impact on the growth or weakening of public service motivation (PSM), and public service motivation will help to improve public sector performance. In the design and evaluation of public sector reforms, public policymakers should incorporate drivers that could potentially influence the motivation of civil servants. Public service motivation is also a factor that can have a profound impact on the dynamics of the reform process, so reformers within different levels of executive power should systematically think about it.
