南京政府前期的十年,随着近代民族工业的发展和新兴工业资本家群体的崛起,工业界开始谋求建立独立于商会之外的工业团体,以更好地代表工业资本家的利益,维护其权利。抗战爆发后,由于内迁厂商团结力量以图生存的需要,加之国民政府对民族工业大力扶植的政策,后方出现了很多区域性工业团体。四十年代全国工业协会的成立是工业界团体组织的一次有效整合与动员。工业协会以建立独立于商会之外的法定工业职业团体作为自己的历史使命,努力推动《工业会法》的颁布,使工业界长期以来对商会的离心力发展到极至。而种种迹象也表明,此时的商会除在立法上占有优势外,其在工业界的影响已渐呈颓势。
In the early ten years of the Nanjing government, with the development of modern national industry and the rise of new industrial capitalist groups, the industry began to seek the establishment of industrial groups independent of chambers of commerce in order to better represent the interests of industrial capitalists and safeguard their rights. After the outbreak of the war of resistance against Japan, due to the desire of the relocating firms to unite for survival and the policy of vigorously supporting national industry by the national government, many regional industrial groups emerged behind them. The establishment of the National Association of Industries in the forties was an effective integration and mobilization of industrial organizations. As a historical mission of establishing a professional industrial organization independent of the chamber of commerce, the industrial association has made every effort to promote the promulgation of the “Industrial Association Law” and has given the industrial circles a long-standing and most important role in the centrifugal force of chambers of commerce. And all kinds of signs also show that at this time the chamber of commerce has the declining influence in the industry besides its legislative superiority.
