当前的检察改革的核心问题是让办案者独立行使个案决定权,并为此决定承担法律责任。以此为核心,对当前检察机关较为严重的行政化管理体制的改革势在必行,检察管理体制改革不应被简单的理解为部门的分合加减,其中最为棘手问题在于——检察机关内部以绩效考核为主要特征的行政化管理与个体司法责任之间存在着尖锐矛盾,这是当前我国检察机关内部管理体制改革的核心和难点问题。因此,检察改革破除自上而下的内部绩效考核管理体制迫在眉睫,且较为容易做到。
