距昆明主城区仅半小时车程的嵩明县有小江断裂带穿过,地震历史和地质背景严峻,防震减灾建设现状堪忧。在防震减灾规划中将绿地资源纳入地震应急避难场所规划,拟定了嵩明县城84处避难场所资源,并筛选出24处避难场所,固定避难场所6处,紧急避难场所18处,其中20处为绿地。规划提供约66万m2的有效避难面积,满足该县避难需求,且服务半径覆盖全城,符合统筹规划、均衡布局、安全疏散就近避难原则。提出避难场所的分类分级与配建标准,配建标准绿地在修建性详细规划阶段景观设计应充分考虑其避难功能,将避难配建作为审批门槛,实现了绿地系统与防震减灾协同规划与建设的落实。
There is a small river fault zone in Songming County, a half-hour drive away from the main urban area of Kunming. The earthquake history and geological background are grim and the status quo of earthquake-resistant and disaster-reduction construction is grim. In the program of earthquake disaster prevention and reduction, green resources were included in the planning of earthquake emergency shelters, resources of refuge shelters in 84 districts of Songming County were drawn up, and 24 sheltered places, 6 sheltered shelters and 18 emergency shelters were selected, of which 20 were Green space. The planning provides an effective refuge area of about 660,000 m2 to meet the evacuation needs of the county. The service radius covers the entire city, in line with the overall planning, balanced layout and safe evacuation near the asylum principle. Put forward the standard of classification, grading and allocation of evacuation sites, allocate standard green space to fully consider the functions of evacuation in the period of constructive detailed planning, and set asymptotic allocation as the threshold of approval, realizing the coordinated planning and construction of green space system and earthquake disaster prevention and reduction implement.
