一、改革开放15年金融在陕西投融资中的作用(略) 二、1996～2010年陕西投融资形势分析和策略建议 (一)从现在起到2010年是我国抓住时机,深化改革,快速发展,赶上中等发达国家经济水平的关键时期,按照今后国家区域经济发展政策设想,国家将逐步重视对中西部的开发,因此我省有可能得到建国以来第三次快速发展的机遇,而且比以往两次更好。考虑到国家对中西部的政策倾斜,我省经济结构的调整,国营企业机制的转换有个过程,1996—2010年的经济发展可能有两个阶段。第一阶段是1996—2000年,建立社会主义市场体制阶段,我省经济发展超越全国平均增长水平难度仍较大。第二阶段是2000—2010年,国家对中西部开发力度加强,我省经济体制转换基本完成,结构有所调整,经济发展速度有可能超过全国平均水平。

In the second stage, from 2000 to 2010, the state strengthened its efforts in the development of the central and western regions. The transformation of the economic system in our province was basically completed and the structure was adjusted with the economic growth rate possibly surpassing the national average.
