《规程》142条规定:“如果停风区中,沼气浓度超过1%或二氧化碳浓度超过1.5%时,必须制定排除瓦斯的安全措施,控制风流,使排出的风流在同全风压风流混合处的沼气和二氧化碳浓度都不得超过1.5%,回风系统内还必须停电撤人”。个人理解此段规定的目的是为了防止排放瓦斯时发生爆炸。因为:要求控制风流,以控制其排放瓦斯的浓度在安全范围内;又要求回风系统内停电撤人,以避免在其回风流系统内产生火源,而且,即使发生了
