With the accession to the WTO, China has accelerated the pace of reform and opening up. A group of well-known foreign oil companies have recently set foot in China to build large-scale petrochemical projects through wholly-owned or joint ventures. With the construction of these large-scale petrochemical projects, the drawbacks of the traditional domestic petrochemical construction management model (infrastructure headquarters) have become increasingly apparent. Due to the traditional model’s own institutional causes, the management level is low, blind decisions are made and experience is not accumulated in time. The shortcomings make it increasingly unable to meet the requirements for the construction of large-scale petrochemical projects. In contrast, some advanced foreign construction management models that are in line with the characteristics of project management and focus on the inherent laws of basic construction are successively in the domestic petrochemical industry.
