文化是一个单位存在的核心力量,一个单位的文化所体现的共同价值观和精神,使领导层与职工在工作目标上容易达成共识,通过沟通信仰、传递意愿,从而凝聚成一股强大的竞争能力,推动各项工作的科学发展,最终实现目标,实现价值最大化,实现经济效益和社会效益的双丰收。我院通过多年来的不断探索和总结,逐步意识到计量文化说到底是以人为本的科学管理问题,通过充分体现计量文化对人的价值的尊重和对人的潜能的开发,实现以人为中心的整体优化管理。一、计量文化的内涵计量文化是在一定的社会经济条件下,在长期的管理活动中,逐渐形成和发展起来并为绝大多数职工所认可、遵循的精神、价值观、理念、习惯、准则,它是以物质为载体的精神现象。
