在中日“满洲交涉”中,《顺天时报》不惜牺牲多年来因“呼吁立宪改革”积攒的声誉,想方设法为日本辩解;并且针对清朝上下国民心理,展开“理”与“势”的分析,诱导、迫使国人让步。这是日本民间团体的在华报纸,首次在中日两国的冲突中扮演重要角色,其言论策略影响了后来日本侵华时期的在华媒体。
