基于我国动物福利立法缺失,本文以与人类精神价值取向联系最为密切的伴侣动物为研究对象作为我国“动物福利制度”建立和推广的切入点,通过探察和评析我国伴侣动物福利立法现状,结合欧盟国家的宠物福利立法经验,对我国伴侣动物福利立法制度的构建提出建议,以期促进我国伴侣动物的福利保障和“动物福利制度”的建立与推广。 Based on the lack of animal welfare legislation in our country, this paper takes the companion animal closely related to the spiritual value orientation of human being as the research object as the starting point for establishing and popularizing the animal welfare system in our country. By investigating and assessing the status quo of animal welfare legislation in our country, Based on the experience of pet welfare legislation in EU countries, this paper puts forward some suggestions on how to establish the legislative system of animal welfare in our country, with a view to promoting the establishment of welfare animal welfare system and establishing and popularizing animal welfare system in our country.
