从“区域能源安全”入手,运用大量数据总结出我国目前面临的区域能源不平衡问题——区域间供求不平衡和不同区域能源种类产量不平衡,深入分析了造成这种不平衡现状的原因,及带来的隐患,并提出从法律的角度作出相应调节的方案。研究认为,我国区域能源安全面临的问题,需要借助法律的级别手段加以调整,通过宏观政策法和市场规则法引导调节,依靠执法和司法手段进行监管。
Starting with “Regional Energy Security”, we use a large amount of data to summarize the current regional energy imbalances in our country - the imbalance between supply and demand in different regions and the imbalance in energy output in different regions.
