为了贯彻落实《国务院关于工程勘察设计单位改建为企业问题的批复》精神,加快我国勘察设计单位深化体制改革的步伐,推进一批有条件的大型工程设计单位,用五年左右的时间,创建成为具有设计、采购、建设(简称EPC)总承包能力的国际型工程公司,提高我国工程建设队伍的实力和水平,积极开拓国内、国际工程承包市场,提出以下指导意见: 一、国际型工程公司的主要特征和基本条件 国际型工程公司是市场经济的产物。它以工程技术为基础,以工程建设为主业,具备工程项目EPC总承包能力,通过组织项目的实施,创造价值并获取合理利润,一般具有经营方式国际化、业务范围多元化、技术装备现代化、项目管理科学化等主要特征。
