人力资本短缺是高新技术企业进一步发展面临的瓶颈。高新技术企业人力资本形成机制说明了高新技术企业创新型人力资本与传统企业普通型人力资本最大区别产生的原因,而高新技术企业人力资本的产权实现则进一步说明对高新技术企业人力资本进行激励的本质在于解决人力资本产权残缺问题。因此,对人力资本激励可以通过人力资本所有者获得企业关键资源的进入权,掌握一定剩余索取权和剩余控制权,参与收入分配的谈判等产权激励形式来实现。
The shortage of human capital is a bottleneck for the further development of high-tech enterprises. The mechanism of human capital formation in high-tech enterprises illustrates the reasons for the greatest difference between innovative human capital in high-tech enterprises and ordinary human capital in traditional enterprises. The realization of the property rights of human capital in high-tech enterprises further illustrates the incentive of human capital in high-tech enterprises. The essence is to solve the problem of incomplete human capital property rights. Therefore, human capital incentives can be achieved through human capital owners gaining access to key corporate resources, grasping certain residual claims and residual control rights, and participating in the form of property rights incentives such as the negotiation of income distribution.
