我代表中国注册会计师协会秘书处,就如何贯彻朱镕基副总理4.20重要批示,进行注册会计师的全行业清理、整顿,向全国秘书长工作会议作如下报告。 一、落实中央领导批示,全面开展行业清理整顿 1997年4月20日,朱副总理在中国注册会计师协会1997年第4期工作简报上,看到关于深圳市注册会计师协会开展行业清理整顿的经验后,亲笔批示:“请张佑才同志做扎实工作,整顿会计师行业”。这既是党中央、国务院对我们这个行业的极大关怀,也是对我们承担管理这个行业工作的各级协会的极大信任。交给我们的艰巨任务,必须要不折不扣地贯彻执行。 1997年4月23日,张佑才副部长对如何贯彻执行朱副总理的批示作了批示:“请中注协遵循朱副总理指示,以法规、决定为依据,借鉴深圳协会的经验和做法,切实整顿会计师行业”。这是财政部领导对中注协常设办事机构,就如何贯彻朱副总理批示作的具体部署。我们必须按照财政部的要求,依照《注册会计师法》的规定,扎实做好这一工作。
